Proposal to include a directory of "Actions"

Given that we want this tool to be used to effect positive change in the world it would be practical to be able to have a directory to store actions. This way, whenever the AI proposed a plan to solve a problem such as "ask politician X question" it would add the action to the Actions directory. In order to help with planning, these questions would benefit from also having relationships between them such as prerequisites, e.g. one needs the other to finish first.
