GPU: Write stencil fail to alpha is RGB masked #15822

See #15813 (Hunter x Hunter) which does this for shadows.

This is actually enough to make the shadow show apparently correctly in the attached frame dump. It uses alpha 255 of course without the bitmasking.

Not sure whether we should also bother with enabling the bitmasking in compat.ini, it is a bit costly (lots of extra copies).
