Add Conflation Method for Predictions

Currently predictions of fAIr are independent of OSM Feature , We want to have a conflation for existing osm features on predicted area , So that Mapper can see and choose what to do next . This can be achieved by having a another small component for fAIr which will be handling conflation and integrated to fAIr . Later on we can decide how we want to showcase this or use this
