When the shortcut fails, the HA application will execute it anyway after some time #3092

Describe the bug

When I execute a shortcut from the "shortcuts" application and I do not have a connection to the HA instance, the shortcuts application will report an execution error. When I reconnect to my instance (even after an hour), the action that I started earlier will execute. It looks like queuing commands in the HA application.

To Reproduce

  1. Turn off mobile data and WiFi.
  2. Run a shortcut in the "shortcuts" app.
  3. Wait for the app to report an execution error.
  4. Put the phone away and wait a few minutes.
  5. Turn on mobile data and WiFi (so that it has access to HA).
  6. The action called earlier should execute (if it did not, you should enter the app, because iOS can kill it quite effectively).

Expected behavior

If the "shortcuts" application reports an execution error, the action should not be queued in the HA application

Additional context

I've had this bug for a while now. I've tested it on different iPhone models, iOS, HA apps, and core versions.
