[BACKPORT v1.0.x] - Specify exact containerd version

Is your feature request related to a problem? Please describe.
In #3164 we allowed downgrade of contained packages (v.2.0.1 and v1.3.1)
As discussed with @seriva and @przemyslavic it would be good to have a hardcoded version of containerd package in v1.0 LTS.
Currently, the latest available is being installed.

Specify the exact version of containerd package in 1.0 LTS version (and keep k8s running :)
