I've installed 3090 in my Mac Pro 2019 and it running extremely hot. I would love to speed up frontal fans with this tool. Do you think it is possible to save settings so they are the same under bootcamp?

You'll have to find an app for windows that can control a Macbook fans. After a quick google search I found this https://sourceforge.net/projects/lubbofancontrol/.
