Added VAT rates to EU countries #151

I've added the VAT rates for all countries in the European Union[1].

Most important rate is usually the standard rate, reduced/parking rates are merely informational.

The reason why I'm adding these is that, from 1 January 2015, EU businesses will have to use the VAT rate of the (EU) country of residence of the private customer, instead of the country where the business is located.

This sounds to me like a great addition to the currencies gem...

@simonweil Not sure where it would fit there. VAT rates differ from country to country, not from currency to currency. Most VAT rates that were added, apply to countries in the Eurozone.

With the "VAT mini One Stop Shop" date coming closer this is becoming more relevant. @hexorx Are you willing to merge this in?

Right now, I've got all of these standard rates hard coded in my app, which feels very wrong.

👍 I'm about to do exactly the same thing as @DouweM - it would be good to abstract this out. I appreciate it might not fit in with the scope of countries though, maybe it's enough for a separate gem?
