Because current etcd storage uses ModRevision as the creation time for each chart in index.yaml, and ModRevision does not serve as creation time or modification time.

ModRevision explanation：etcd-io/etcd#6518

chartmuseum/storage#25

There is a serious problem with using etcd storage, that is, the created time of Chart in index.yaml is wrong.
