KMS key rotation needs to nulled out on "delete" #9

While keys can't be deleted, they can be effectively disabled by deleting all versions and disabling auto-rotation. We are currently only deleting crypto key versions but not disabling auto-rotation. I'd assign myself but I'm not allowed to.
