Bump dependencies & prep 0.25.0

🛠️ Description

Bumps actions/setup-go and actions/checkout each to v3, as well as github.com/hashicorp/terraform-plugin-docs to v0.7.0 and google.golang.org/grpc to v1.45.0.

Also preps the release of 0.25.0, which includes Vault plus-tier cluster scaling and path filters! 🎉
