magician dropping a test in ci run

I think the magician is dropping a test when it sends a request to teamcity

The magician ran tests against teamcity where four tests failed https://ci-oss.hashicorp.engineering/viewLog.html?buildId=200502&

Then in it's subsequent run it only decided to run three of those four failed tests

I looked at the build on the ticket and thought things were good to go because the status was green.
