Update GKE logging/monitoring defaults to GKE Stackdriver Monitoring #4639

Changes:

  • logging_service given a hard default of logging.googleapis.com/kubernetes
  • monitoring_service given a hard default of monitoring.googleapis.com/kubernetes

Motivation:

With this change, GKE Stackdriver Monitoring (the GKE-specific Stackdriver experience) will be enabled by default, similar to the default in GKE 1.14. Additionally, with defaults set in Terraform, Terraform will be clear about what actions will be taken when creating a cluster.

This will flip the default from the current one, referred to as Legacy Stackdriver. It's slated for removal eventually (likely ~9mo, 3 K8S versions). Legacy Stackdriver doesn't support monitoring for regional clusters, or multi-zonal clusters (only logging does).
