google_compute_interconnect_attachment: add support for bandwidth and adminEnabled #4109

Description

We would like to be able to manage the bandwidth field for interconnect attachments as well as whether or not admin is enabled. These are available fields in the REST API resource, as well as the cloud sdk:
--bandwidth
--enable-admin/--no-enable-admin

The existing terraform resource does not include these fields in the code or the documentation.
