google_folder_iam_binding username capitilization issue causing change loop #3880

Expected Behavior

After the resource is created, subsequent actions (plan/apply) shouldn't affect this resource (unless changes made to the config file)

Actual Behavior

Google creates the user with an upper-case first character, so [email protected] is created as [email protected] (this is also the case when manually adding the @gmail.com user via the GCP console so this part is not a Terraform creation issue).

Terraform sees this as a change from the state, so every subsequent plan is showing that this will be changed to lowercase:

Important Factoids

Accounts from my organisation are created using the correct casing (lower case).
At this time I haven't tried using any other policy binding actions, nor a service account.

I've just tried adding a user from an outside organisation and that remained in lowercase, and any uppercase chars in the tf config file were converted to lowercase too, so it does seem to just be the @gmail.com emails that are being capitalised
