resource google_compute_image cannot create images like gcloud cli

Description

I can create an image from an existing public image like this using gcloud

$ gcloud compute images create image-nested \
    --source-image-project $SOURCE_PROJECT \
    --source-image-family $SOURCE_FAMILY \
    --licenses=https://www.googleapis.com/compute/v1/projects/vm-options/global/licenses/enable-vmx

However, the resource google_compute_image does not accept a source image's family & project.
