Setting authenticator_groups_config on an existing google_container_cluster should update the cluster configuration without recreating it. The gcloud CLI allows to do this.

Terraform recreates a container cluster.
Steps to Reproduce
Comment the authenticator_groups_config section from the given manifest
terraform apply
Uncomment the authenticator_groups_config
terraform plan, terraform marks this change as a forces replacement.
