no action of enable_dynamic_port_allocation : true in google_compute_router_nat #11765

Expected Behavior

I should have the enable_dynamic_port_allocation set to true

Actual Behavior

the enable_dynamic_port_allocation is set to false even if I set it to true in the configuration

Steps to Reproduce

just run a terraform plan to have this output using nats of a cloud_router module
