This is a request to support creation of manual cloud build triggers as per: https://cloud.google.com/build/docs/automating-builds/create-manual-triggers

I believe there would need to be support for the sourceToBuild property of the API: https://cloud.google.com/build/docs/api/reference/rest/v1/projects.triggers
