Expected Behavior
When upgrading a Redis Instance from Version REDIS_5_0 to REDIS_6_X, terraform should wait until update is completed
Actual Behavior
After 10 minutes elapsed, Terraform fails with "Error waiting for Updating Instance: timeout while waiting for state to become 'done: true' (last state: 'done: false', timeout: 10m0s)".
Basic Redis instances usually upgrade within less than 10 minutes. Standard instances take longer. According to the Google UI, Upgrade may take up to 4h.

Upgrade a Standard Tier Redis Instance from REDIS_5_0 to REDIS_6_X
