I want the the functionality to set high availability secondary pool replicas azurerm_mssql_elasticpool. https://registry.terraform.io/providers/hashicorp/azurerm/latest/docs/resources/mssql_elasticpool

it is possible with AzAPI: https://learn.microsoft.com/en-us/azure/templates/microsoft.sql/2023-05-01-preview/servers/elasticpools?pivots=deployment-language-terraform
