Add support for Machine Learning Workspace Network Outbound Rule FQDN:

  • FQDN (azurerm_machine_learning_workspace_network_outbound_rule_fqdn)
  • Service Tag
  • Private Endpoint

* `workspace_id` - (Required) Specifies the ID of the Machine Learning Workspace. Changing this forces a new resource to be created.

* `destination` - (Required) Specifies the fully qualified domain name to allow for outbound traffic.

There is no restriction on FQDN in the portal, as long as it is a string, checking that the string should not be empty is enough
