Terraform (and AzureRM Provider) Version

Terraform: 0.11.11
Azurerm Provider 1.21.0

Affected Resource(s)

• azurerm_servicebus_subscription
• azurerm_servicebus_subscription_rule

Expected Behavior

Should be able to create a subscription/subscription rule starting with a number

Actual Behavior

Output says invalid, subscription/subscription rule name must start with letter and number even though it starts with a number

Steps to Reproduce

Create a subscription or subscription rule starting with a number

1. terraform apply
