keyvault: refactoring to use hashicorp/go-azure-sdk #21621

This PR refactors the keyvault package to using hashicorp/go-azure-sdk rather than Azure/azure-sdk-for-go

We no longer need to new up a new Key Vault client per Subscription, since the new SDK clients don't have a 1:1 mapping, which will enable cross-subscription support in resources which parse this.
