This PR refactors the
keyvaultpackage to usinghashicorp/go-azure-sdkrather thanAzure/azure-sdk-for-goWe no longer need to new up a new Key Vault client per Subscription, since the new SDK clients don't have a 1:1 mapping, which will enable cross-subscription support in resources which parse this.
