This PR does two things:
azurerm_kubernetes_clusterto ensure that a value is always set into the state for thekube_admin_config,kube_admin_config_raw,kube_configandkube_config_rawfields, so these can be interpolated correctly.azurerm_kubernetes_cluster: support for working with limited permissions, such as when the ListUserCredentials and ListAdminCredentials APIs can't be called due to permissions.Supersedes #21209
