By default, SQL Managed Instance created by azurerm_sql_managed_instance store data in geo-redundant storage blobs that are replicated to a paired region.

This is not a configuration issue on the portal or CLI. Currently there is no option to use ZRS as the backup storage redundancy for SQLMI created using azurerm_sql_managed_instance module. The default geo-redundant cannot be used because of data locality requirement - render the azurerm_sql_managed_instance module being useless in this case.
