The azurerm_api_management_certificate is missing a way to input Keyvault certificate, whereas this is feasible through Azure API : https://docs.microsoft.com/en-us/rest/api/apimanagement/2020-06-01-preview/certificate/createorupdate#apimanagementcreatecertificatewithkeyvault.
