i tried to take a look at this but i think its blocked by the fact that the apigateway authorizer struct does not have an restapiid field and when importing an error occurs that the restapiid is empty

i opened a ticket on the aws go sdk repo: aws/aws-sdk-go#2890

hope this is helpful

EDIT: i managed to go around this limitation based on other examples i saw

Support for aws_api_gateway_authorizer resource import has been merged and will release with version 2.44.0 of the Terraform AWS Provider, Thursday next week. Thanks to @DrFaust92 for the implementation. 👍
