replace the buttons on the template run job page

Proposal

Move "upload file" and "choose a template" button on the top of the job definition
Move "save as template" next to the "plan" button
Make the button secondary instead of tertiary

Use-cases

First time users didn’t see the template button at the glance. Users didn’t expect they will have templates for the first time use
