These options are mutually exclusive but, since `-hcl2-strict` defaults to `true` users had to explicitily set it to `false` when using `-hcl1`.

I included a quick bug fix here as well since it touches part of the code that I'm using in tests and the changes are expected to be backported to the same release branch. |
