Charts[Publish] Publish charts

We need to publish the charts so that it can be consumed using helm repo add ... command. This is needed by cli so that we don't need to git clone the repo.

Seems hedera-mirror-node uses the gh-pages: https://github.com/hashgraph/hedera-mirror-node/tree/gh-pages
