Description

The boilerplate network node chart introduced in #110 should be updated to use the official gcr.io/hedera-registry/uploader-mirror:1.3.0 image for the mirror.py tooling.

Additionally, the chart should be updated to support the available environment variables and other configuration options of the official chart.
