When duty cycling kicks in during AT+JOIN, the modem first responds with +ERR=-18 (as it should). On subsequent AT+JOIN attempts, still within the duty cycle quiet period, it responds with +ERR=-7. It does not seem to recover from +ERR=-7 once the quiet period has ended.

Steps to reproduce:

  1. Repeatedly issue AT+JOIN in EU868 until you get +ERR=-18.
  2. Wait for AT+BACKOFF to report 0
  3. Issue AT+JOIN. This is most likely going to return +ERR=7.
