Improve Styling of VerificationAdmin component

Overview

The VeriifcationAdmin component has not really been styled at all. The appearance of this form is not critical for MVP, but definitely can and should be improved. The idea with this isssue is to use this form as an example of how to use the Material UI theme and other styling techniques to design a form layout consistent with the project style guide

Action Items

• Check with Liza and/or Jenny to see if there is a UI/UX person to work with to get a wireframe for how this page should look. If not, you can still proceed, using your best judgement to create a prototype for the UI/UX people to start with.
• If you don't have an exact wireframe to start with, you can try to extrapolate a design from the wireframes that are available.
• The modifications can extend to the SearchCritieria component as well.
• You can use this as a test bed for Material UI theme described in Set up Material UI Theme in accordance with the Style Guide #517.
• Whether or not you are able to start with a wireframe, Show the resulting layout to @tina-moh or one of the Other UI designers as you proceed, and especially before closing the issue to incorporate their design guidance.

This is a very old issue and I am not sure it is relevant or needed. PM team will need to review along with other issues related to Verification Admin (if any still open).
