Currently, if you try to select/deselect certain request types on dev.311-data.org, nothing happens.

It looks like request type handling was commented out in PR #1118. Let's see if we can simply uncomment the request type handling code to fix this problem.

Actually, it looks like PR #1118 was disabling the fetching of request type colors from the server. it's possible that selecting and deselecting request types never worked on the dev site.
