The request can be processed asynchronously later. Duplicates will be closed. Repeated duplicates in a short time should be flagged. (That will be part of #15 )

This issue is focused on saving the persistence of the request in a less volatile place. The final setup is still subject to some big changes. It's not even alpha yet
