[Epic]: DCR for Apps - Consent

There are a couple of approaches in which we can do this.

Sharing consent across the and webview

There was a consent spike (#8379) in which a lot was learnt, and this goal was achieved.

Align essential vendor lists

If we align the essential vendor lists between app and web, we will not have to ask for consent.

There are a few outstanding things to look into before this is the case. #8569

This in it's initial phase has been done. We've aligned the vendors as part of #8569 which will allow us to start serving content from DCR to apps.
