508/a11y: PDFs on site have no accessibility features #339

In a sampling of PDFs on the site, the PDFs do not appear to have been made accessible. PDFs are not tagged nor do they have proper structure, alternative text, contrast, or other accessibility considerations.

Remediating all of the PDFs may take quite some time, so it may be helpful to inquire with GSA's Section 508 coordinator/team to see if they can offer an appropriate software/service or human to help with this effort.
