Could not open Ubertooth device

I connected my ubertooth one to my PC, and downloaded and built the 2020-12-R1 libbtbb and ubertooth on a windows machine with WSL, I wanted to update the firmware, but got:

$ ubertooth-dfu -d bluetooth_rxtx.dfu -r
could not open Ubertooth device
Unable to find Ubertooth

Also note none of the LED's ever turned on and I did try to connect pins 1 and 3 and then quickly sending the above command which didn't do anything. I tried both connecting the pins while the ubertooth is connected to the usb and also connecting the pins before connecting the device to usb and then sending the command.
