[feature request]: Ability to preservere/reserve client address.

it would be great if we could do the following:

netclient join -r <valid_free_network_address> -t <enrollmentcode>

when the -r flag is set the netmaker server will remember the clients address and prioritze reassigning the same address should the client leave and later rejoin.

If the address is not valid or not free return a clear message.
optionally allow dynamic assignment if the address is not free.

netclient join -r <valid_free_network_address> -t <enrollmentcode> --allow-assignment-if-not-free
