Ah yeah, so since we can't create issues on behalf of people, the best option would be to create a dummy github account for creating issues (probably a good thing to have anyhow, as I'm using my personal access tokens for all API access, which are tied to my personal account). We could create the issues with this generic user, and @-mention the irc user who creates the issue in the body.
