Mute timings allow users to specify flexible time periods but they don't allow filter by labels so they apply globally.
Notifications have to be muted globally or alerts need to be tweaked to ignore time periods, spreading complex logic everywhere which makes it hard to manage.
One example where this would be useful would be alerts for development environments or low priority that should only send notifications during business hours. This information is usually encoded in labels that could be used to target mute timings.
