In the hosted case (providing access to external users) there is no good way to support this without extending the htsget retrieval protocol.
In cases where the htsget server is being used as a transparent proxy (eg, as part of a pipeline run) it would make sense to add a command line flag to indicate that all requests should be sent with a particular project specified as the billing project ID.
