Now that the new component PR is merged, the next release PR will contain a 0.1.0 version of component, which will be tagged and released once the release PR is merged.

Before we merge the release PR on friday, we need to ensure that the component's repository (in this case, googleapis/google-cloud-php-migrationcenter) has been created.

After we merge the release PR, and the v0.1.0 release has been tagged in the component repository, go to https://packagist.org/packages/submit and submit the new package using the new Repository URL. This will create the new package in Composer, and ensure the package and all future versions are available for Composer to install.
