Not sure which build file the error is referring to, it says:
com.google.devtools.kokoro.config.ConfigException: The Build file has not been specified

Discussed with @diptanshumittal and it appears to me that this issue occurred because of a kokoro config error.
Its not supposed to be run as of now, until the docs configs are merged with release configs, as part of cl/545180855.
