Looks like this is an issue whenever the plugin directory name doesn't match the plugin name, meaning the actual plugin name is read from the addon-info.json file.
If you install and immediately try to configure a plugin with Glaive, it sometimes complains that the plugin doesn't exist. For example:
VAMActivate someplugin Glaive someplugin plugin[mappings]
shows the error
ERROR(NotFound): Plugin someplugin
