EIS cannot be used on Google Pixel Tablet

SPECIFIC ISSUE ENCOUNTERED

The EIS documentation states that version 1.39.0 supports all orientations, but when I use version 1.39.0 or the latest version on a tablet, it still displays Your device doesn't support image stabilization.

How can I make EIS work on a tablet?

STEPS TO REPRODUCE THE ISSUE

1. Install Google Play Services (1.39.232070593) downloaded from https://github.com/google-ar/arcore-android-sdk/releases/tag/1.39.0
2. Reset commit to SDK 1.39.0
3. Run hello_eis_kotlin
4. When enabling EIS, it displays Your device doesn't support image stabilization
