As noted in #40728 (comment), the change to default to -mod=readonly for Go 1.16 has a substantial impact on user workflows, so it should have a release note before the beta.

(The main issue is tagged as a proposal, so rather than reopening that issue and disrupting the proposal automation, I'm filing a separate doc issue.)
