能在不重启frps的情况下更新插件配置吗

我试了两个插件
fp-multiuser
frp_plugin_allowed_ports

在更新配置文件，重启插件服务后，配置并没有立即生效，我想请问，他们能在某个时间点生效吗，重启服务后我等待了一段时间他似乎报错
