Not sure how this should be fixed. One idea would be automatically insert the quotation mark on auto-complete, since you more often need it than not. I know I could just start writing with ", but since the actions appear, I wouldn't expect them to disappear.

(similar thing I think happened with load)

What if you pressed enter when the "ui_accept" part comes up? Does it still insert it correctly?

It does. You can select something with arrows and press Enter, but if you want to autocomplete (write) some action, you need to start with ", otherwise the list disappears.

This is partially fixed with #29626 and #31450, but still applies to Input actions and probably some more stuff that doesn't use the new completion.
