Last line in a label paragraph shouldn't be stretched out in "fill" horizontal alignment

If you set a label to "fill" horizontal alignment, it looks fine except for the last line of each paragraph, which gets unpleasantly stretched out.

Ideally, it would look more like this, where the last line of each paragraph is left-aligned:

• Only apply the fill justification on lines that were auto-wrapped
• Only apply the fill justification on lines that are not followed by a blank line
